Film Auteur Theory ‘The auteur theory can be summarised most simply as an acknowledgement of the director as the primary and shaping force behind a film (Craig Keller). How is Godards ‘primary and shaping influence detectable, if indeed, it is? Introduction The auteur theory or la politique des auteurs was a principle developed in the 1950s by a group of French film critics namely: Eric Rohmer, Francois Truffaut and Jean-Luc Godard. These critics wanted to see an end to the â€Å"literary†, â€Å"lifeless† and not â€Å"truly cinematic† conventional cinema of the 1930s and 1940s. Inspired by fellow film critic Alexandre Astrucs camera-stylo theory which argued that â€Å"filmmakers should use their equipment as spontaneously, flexibly and personally as a writer uses a pen† these young critics wanted to break the constraints of conventional cinema. Through the experimentation of different cinematic techniques they began to implement their own personal artistic values in films, as directors. It was therefore their belief that an auteur is â€Å"the single individual most responsible for whatever personal expression (if any) a movie yielded up under critical analysis†. This definition has become the most universally understood of the auteur theory and therefore the one which will be referred to during this essay. Prior to the development of the auteur theory, a large majority of films were produced, shot and edited in a similar style. Large studios, with fixed cameras and the scriptwriter having overall control were the order of the day thus creating a rigid style of film production. The auteurs became the primary shaping force behind a movie, manipulating scenes to fit their style rather than employing the traditional method of following scriptwriters prompts. The auteur theory was initiated in the 1950s by a group of French Film Critics including the likes of Eric Rohmer, Francois Truffaut, Jean-Luc Godard and Jacques Rivette. Through his early films, such as Vivre sa Vie: Film en douze tableaux (1962) and Une femme est une femme he began to interrogate and illuminate conventional cinema via new cinematic and artistic techniques. He has since become very much the pivotal protagonist of the auteur theory. Objectives This essay will assess the extent to which Jean-Luc Godards ‘primary and shaping influence is detectable in his films. In the main body of this essay I will consider Godards ability to implement his own cinematic style through several inventive techniques. I will consider his ability to challenge the barriers between off screen and on screen reality through his use of sound and editing techniques. I will however, also argue that any kind of definition of the auteur theory oversimplifies the realities of a film making process and can therefore not be seen as a definitive theory. Andrew Sarris explains, one of the premises for an auteur is that the director must ‘exhibit certain recurring characteristics of style which serve as his signature†¦over a group of his films. It is therefore my intention to make reference to four of Godards films to highlight his during the Nouvelle Vague period. I will, therefore, make reference to four of Godards films: A bout de Souffle (1960), Une femme est une femme (1961), Vivre sa vie: Film en douze tableaux (1962) and Le Mepris (1963) to demonstrate†¦Ã¢â‚¬ ¦ When cosidering these films one of the most common trends noticeable is his need to challenge the barriers of off screen and on screen reality. Prior to the Nouvelle Vague, films were predominantly revised novels put on screen. To most directors As Kreidel suggested in 1980 â€Å"[N]o one has yet made a more modern cinema than Godard†. Indeed, Godard through his reaction against traditional realism typifies someone who represents reality with recourse to conventional cinema. Prior to the Nouvelle Vague, directors followed very strict rules in their film making process in which they filmed in large studios with artificial lighting and with scripts which prevented improvisation. Godard completely reversed these rules in his films by directing them in a very spontaneous manner. Following the release of A Bout de Souffle actor Jean-Pierre Melville who played Parvulesco in the film said Godards movie was â€Å"anything shot anyhow†. Godard himself confirmed that â€Å"on A Bout de Souffle I used to write the evening before shooting.† According to Godard, the reason for him doing this was because â€Å"I liked to be surprised. If you know in advance everything you are going to do, it isnt worth doing. If a sh ow is all written down, what is the point of filming it? What use is cinema if it trails after literature?† This idea of filmmaking was revolutionary at the time and was a way in which Godard was implementing his own directional style to his movies. One of Godards earliest artistic influences came when directing his first motion picture A Bout de Souffle. Despite the film being a simple naturalistic movie with the camera following the characters in a deliberately real world filming realistic images, several factors led to the film being cut, mainly due to the length of the film. This created one of Godards most innovative filming techniques, the jump shot, and an editing method which would truly show Godard ability as a cinematic artist. The jump shot essentially create discontinuity in his films as it would catapult the action from one scene to the next with no palpable transition. One of the most noticeable examples of Godards jump shots in A Bout de Souffle came in the scene when Jean Seberg who plays Patricia is a passenger in the scene when Jean-Paul Belmondos character Michel drives her round the centre of Paris in a stolen convertible. During this scene there are up to seven jump shots in rapid succession of the position of Patricia head and the streets of Paris. In creating such a deliberately jagged shot Godard reminds the audience that they are watching a film, and not life itself, a concept vital to Godard when directing his films. One of the most innovative ways in which Godards primary and shaping force is evident in his films can be shown through his use of colour. In conventional cinema, colour was generally used in order to increase the commerciality of films. When it was occasionally used, it enhanced the mood in separate scenes. Godard as a notable auteur employed a far more ambitious use of colour. In his first two colour films Une femme est une femme and Le Mà ©pris he predominantly used primary colours due to him being influenced by â€Å"modern art: straight color, ‘pop art†. Godard uses bold primary colours to indicate the characterisation and narrative development in his films but in such a way that it does not act upon the viewer in a directly sensual way. In Godards first colour film Une femme est une femme, Angela is intent on having a child with her husband Emile. Emile however, is not so keen on the idea and comes across as rather blasà © about the subject; he predominantly wear s blue in the film which symbolises his rather laid back nature. After being repeatedly refused by Emile on the topic of having a baby, Angela goes to Emiles friend Albert to have an affair in the hope to conceive. Albert despite being happy to oblige feels no real affection for Angela and this is shown as he mainly wears grey to symbolise his disinterest in her. In Godards second colour film Le Mà ©pris Godard continues the pattern of using colour to represent characters personalities but tends to also use colour thematically. In the opening scene, when Camille is lying in bed with Paul discussing how much they love each other, Godard uses colour filters which are seen as a representative of what is going to happen in the film. If one considers that red symbolises love, white incertitude and blue coldness then it maps out what happens in the film, love to ambivalence to contempt. Furthermore, when examining the colours that are worn by the characters in the film, the reoccurring theme of Godard using colour to represent personality reappears. Paul the scriptwriter in the film is seen in a grey suit with blue specks highlighting his passive personality during the film. Jerry the ambitious American film producer is mostly seen in a blue suit, red tie and driving a red sports car which in turn highlights his dominant greedy and selfish nature. In addition, Camille is shown in several coloured dresses throughout the film so as to emphasize her continual change of emotions. Finally Francesca, Jerrys secretary wears a red jumper in the scene when she seduces Paul which again emphasizes Godards attempt to symbolise emotional currents in the film. It is important to note that several critics have suggested that on top of Godard using colour thematically the primary colours are also a referent to American musicals, a genre which fascinated Godard. This referent is most evidently seen in the opening credits of Une femme est une femme when bold colourful words flash up on the screen like neon lights reflecting the lavishness of the American musical. Furthermore, other critics suggest that the primary colours are a referent to either the French flag or American flag which again represents Godards primary and shaping influence within this film. A pivotal part in defining Godard as the primary and shaping force of his films can be seen in his use of sound. Prior to the Nouvelle Vague, sound was employed in film to replicate audibly the visual emotion of a scene in order to captivate the audience and make a scene appear more ‘realistic. Martin Heidegger highlights this tradition by saying that viewers have become accustomed to sounds â€Å"elegant effects† and thus treats them as real. Godard however, firmly believed that in ‘faking sound to captivate the audience, one is taking away the realism which he wanted in films. A point agreed by Richard Roud who suggested that â€Å"even in the most so-called realist film, sound has always been an exception†. It was therefore Godards intention to restore sound so that it would captivate ‘real life by refusing to edit or remix any previously recorded track, which he defined as sonic realism. One of Godards most notable examples of this was seen in A Bout de Souffle. Due to the sound being naturally recorded there are several scenes in the film when some of the characters conversations are muffled by natural or real noises. The use of natural sound reaches a peak during the scene in Patricias apartment when the noise of the sirens bellowing in through the open window actually drowns out the characters dialogue. Rather than being a distraction that takes the viewer out of the moment, the use of natural sou nd here, and throughout the film, only heighten the realism. After all, in life, it would be unrealistic to sit in a room with an open window in the centre of Paris and not hear any intrusive sounds. Jean Colet praises Godards creation of realism through sound stating â€Å"[Godard applies] to sound the same demands as for the pictures. [He captures] life in what it offers to be seen-and to be heard-directly.† Godards artistic use of sound can also be seen through his use of music in his films. In Godards Une Femme est une Femme he begins to break up music in short bursts. This use of music gives the sense of the film as a sort of assemblage different bits of the material world put together in a particular way. This further exemplifies Godards use of experimentation as when asked about his use of sound and music he said Things are there: but lets see how they work. Second Section It is undeniable that Godard has produced some of the most inspiring and innovative films through his use of story line and cinematic techniques. His exploitation of light, colour, and sound, editing and alienating the audience showed Godard had revolutionised traditional French cinema and in doing so has inspired modern day film directors such as Quentin Tarrantino. However, in using Kellers summary that an auteur is simply the primary and shaping force of his films it is unquestionably oversimplifying the realities of the film making process. As Godard changed so much in his films compared to traditional cinema it is not possible for him to be praised for every aspect of his films creation. Godard said in an interview in 1983: â€Å"I find it useless to keep offering the public the ‘auteur. In Venice, when I got the prize of the Golden Lion I said that I deserve only probably the mane of this lion, and maybe the tail. Everything in the middle should go to all the others who work on the picture: the paws to the director of photography, theface to the editor, the body to the actors. I dont believe in the solitude of†¦the auteur with a capital A†. Furthermore, Godard admitted that him and the likes of Truffaut, Rohmer and Rivette whilst taking the plaudits for the auteur theory, exaggerated the significance of the theory so as to establish personal expression as one of the primary values in Nouvelle Vague films. Several theorists have also raised doubts as to the significance of the auteur. Foulcault and Roland Barthes suggest that all creative ideas are moulded by the social and political forces that surround us. They go on to state that ideas are contrived from the knowledge that one has gained from past experiences. If one puts this in the context of Godards films it would suggest that Godards cinematic ideas and techniques were influenced by what he has learnt from past experiences. An example of this can be seen in his indirect use of Brechtian distanciation. Whilst it is evident that he was inspired by Brechts idea of alienating the audience to prevent them from being passive observers can one really claim that Godards cinematic techniques were not the result of Brechts indirect influence? Furthermore, when analysing many of Godards films, Godard refers to several quotes from the likes of William Faulkner and Edgar Poe. These are quotes which could have been easily edited but instead G odard â€Å"taste for quotation† suggests that he is not the primary and shaping force in his films.

The Unique Characters of 1984 and Animal Farm and Burmese Days      Ã‚  Ã‚  Ã‚   George Orwell, an alias of Eric Arthur Blair, is know for the books 1984 and Animal Farm. In both of these, as well as in most of his others, he seems to delight in using vivid and wholly believable characters, easily believable because of their obvious and tragic faults. Another similarity seems to be the consistent use of irony, a stylistic choice which plays big in Burmese Days and in several other works. Also, Blair enjoyed placing his characters in situations and settings that were out-of-the- ordinary, constantly reversing or switching roles. It is a mark of talent that he is able to use all of these so effectively, making us believe the unbelievable and accept the incredible at the same time that he makes us emphasize with the characters and see similarities between them and ourselves, long after they were written.    Blair's penchant for extremely well-done characters, entirely believable and understandable, is shown by both his major works as well as his lesser known first fiction piece, Burmese Days. In 1984, the main focus of the story is Winston Smith, an Normal Party member living in the year 1984 except for his dislike of all that the Party stands for and distrust of its message. Of course, these qualities, questioning of authority and subtle disloyalty to unfair persecutors, are considered good by the public today. In the book however, these abilities were destroyed, smothered, and obliterated through careful means, and anyone having them was branded insane, dangerous, and antisocial. Thus, the author creates an immediate bond between us and the suffering main character by showing a little person vs. Big Brother (Blair being the first person to use the word). "The Thought Police would get him just the same. He had committed, even if he had never set pen to paper, the essential crime that c ontained all others in itself. Thoughtcrime, they called it. Thoughtcrime could not be concealed forever. You might dodge successfully for a while, even for years, but sooner or later they ware bound to get you" (Orwell 166).    This passage, particularly the final sentence, slowly builds up the reader's bond with Winston. He is being persecuted for being innocent, for thinking, and this persecution makes him seem all the more likable. The final, and perhaps most interesting part of Winston's development in 1984 is near the end of the novel.

In the content of my informal assessment of Ann’s multicultural counseling skills, I would clearly indicate that Ann lacks the basic and crucial skills that are necessary for a counselor to execute his or her duties. I understand that the main reason for this is the background where Ann has grown. She has grown up in an area where there are no mixed races. This developed in her limited socialization skills when dealing with people. This is her new interaction with a person from a different race and due to this; it becomes very difficult for her to deal with the patient. As Gladwell, (2007) argues, it calls for a counselor to have good communication and socialization skills so that he or she can be able to assist a patient. In addition, the counselor should understand that the patient is not in the right frame of mind. The counselor should not give the comments that the patient gives the same weight as the way he or she would if the person was in the right frame of mind. These are some of the basic attributes, which Ann lacks, and I would include this in my informal assessment report. According to Dinn, W. et al, (2000), gauging the level of awareness has its basis on how well one executes the duties assigned to him or her. In this case, Donald is complaining that he is lacks appropriate attention and therefore he is contemplating on stopping treatment. On the other hand, Ann is claiming that she has done all that she could so to help the patient. This is a clear sign that Ann is giving up. The patient is already hopeless and the doctor or the counselor can only revive his hope. If the counselor loses hope, it means that there is no chance of recovering. It is also a clear indication of lack of commitment and objective by the counselor. The level of Ann’s self- awareness is therefore very low. The reason is that she is not fully aware that she is the counselor and that the patient really needs her assistance. She seems to forget her role in the whole process, which is to help the patient recover. In addition, Ann is complaining that Donald is over-dependent on her. She fully understands that Donald is suffering from Schizophrenia and dependency is expected. This is a clear indication that Ann happen to have very limited knowledge of the appropriate treatment interventions. For instance, it would be absurd for a surgeon to complain that he or she is encountering a lot of blood when he or she fully knows that this will be inevitable. If we receive such a complaint, it is a clear indication that the person has no or limited knowledge of what he is doing and what he is supposed to do. This is the case happening with Ann. At the same time, Ann is complaining of not having a good communication with the patient because he has difficulty expressing himself in English. As she was born and raised in only one region, there are chances that she did not have good socialization and communication skills and probably the problem is not the English but the access which she is having difficulty understanding. In conclusion, in my informal assessment, I would clearly indicate that the problem here is not the patient but Ann. She seems to lack the basic attributes of a counselor. A good counselor should be dynamic in all the activities that he or she is doing. He should not use a universal platform to treat his or her patients. He should take each patient individually, understand him or her and adopt a proper method in treatment. This is something that Ann needs to improve on. She also needs exposure as she has very little experience in dealing with people. The way these definitions were defined came from the origin of the word Euthanasia, where Euthanasia is a Greek word came from the 17th century to combine two words, Eu which means well and easy and Thanatos meaning death.(Oxford dictionary, 2010). Euthanasia nowadays can be categorized into many different forms and types, the first and most common one is the active voluntary euthanasia where the patient is mercifully killed with his own will and request, its also known as the assisted suicide. Other different form is known as the involuntary passive euthanasia that let the patients die without their own request, this kind is known for patients who are in comas or unable to talk or communicate with others.(BBC, 2009). With the current debates and developments in the world, euthanasia is being discussed globally, legalized in some countries and still discussed in others. Netherland was the first country in the world to legalize Euthanasia in 2002, followed by Belgium at the end of 2002 and some parts in the United States of America. Switzerland on the other hand allows the physician assisted suicide in special cases but the euthanasia is still not legal in this country. What must be known about the laws of these countries is that they are strictly standardized for euthanasia as euthanasia is being applied only to specific kinds of patients. Euthanasia is indeed one of the most controversial issues to date. Taking both sides, supporting and opposing euthanasia in the society, doctors and governments into considerations, the main question now centers on whether Euthanasia is the right act to consider on the cases with no cure and whether euthanasia should be legalized. The process of painlessly helping a terminally ill person to die should be legalized as its a merciful act that offers dignity and compassion at lifes cruel end. People who are euthanized are going to die anyway. However, by legalizing euthanasia, they can be saved from suffering terrible pain.(Friedman, 2010) Therefore, governments should not stand in the way of letting severely ill people with no chances in getting cured to end their lives legally by Euthanasia. Moreover, Sebire was suffering from horrible pain; she said a normal human would not allow an animal to go through. She appealed to the French court asking for a permission to have an assisted suicide as she could not bear the pain anymore. However, her appeal was rejected as euthanasia is not legal in France. Two days later Chantal Sebire was found dead as she committed suicide in her house after her appeal was re jected. It can be seen from that case that this way of crossing into death was unfair as it was more scary and painful experience than a regulated euthanasia. In Sebires case as well as other similar cases where cure is not found for patients, patients are going through horrible pain and they are going to die anyway, governments should not stand in the way of those severely ill people with no cure or treatment to end their lives legally by assisted suicide. Therefore, the life of those patients is their choice and they have the right to continue living or die peacefully. The pursuit of happiness is the pursuit of relief from pain and suffering. By having the superior power in keeping the lives of patients with no chance in getting well or having cure is not giving them relief or even happiness, it is like holding their lives, watching them suffer at the last moments of their lives and locking them in a life they are not having since they have lost their senses, feelings or even conscious. Opponents of euthanasia argue that euthanasia is a cruel act and a human enforcement to end other people lives without their permission. Lozano mentioned that the Vatican believes that ending lives of severely ill people even the premature babies who are gravely ill by euthanasia is an illicit act as well as act of cruelty. (CNA, 2006). Therefore, opponents believe that euthanasia would violate the Gods gift of life and enforce in ending lives of people who are not able to communicate with others. However, according to the article 3 of the Universal Declaration of Human Rights, Everyone has the right to life, liberty and security of person. Article 5 adds No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. If no one shall be subjected to torture, then why do we have to watch them suffer? (Euthanasia UK, 2007). Most of the people who choose euthanasia are those patients who suffer from diseases that cause a lot of pain and cannot be treated. If those patients choose not to bear the pain, they should have the right to do so. (Bose, 2011). It is the right of those patients with no cure to choose their own life and death. Other kind of brain dead patients who are in irreversible coma and cannot communicate have no chances in getting back to life or even getting well as in most cases their brains are damaged, it is in their favor as well as other patients favors with chances in getting cured to be euthanized, providing them with the mercy killing doesnt mean it is a cruel act against their will but it is ending their suffer, releasing their locked souls in no life and lowering the expenses their parents or relatives have to pay for hospitals only for keeping them alive but unconscious through machines. Euthanizing such patients can be by shortening the amount of oxygen or food given to them through machines and tubes. Therefore, euthanasia should not be considered as a cruel act but an act of mercy that gives patients and even their parents the right to choose life or death at the time of suffer and inevitable death.

Personal Narrative- Parties Every weekend there is a party somewhere. Whether it is out at the "Momma," the lake, or even at someone's house, it is the "cool place" to be. Last year, I arrived at the Halloween dance not wearing a costume but expecting to have a great time with all of my friends dancing and listening to music. I overheard someone talking about a party that was going to start at Mary's house. Being invited to go with all of my friends, I didn't want to be the wimp of the group, so I decided to go along. I drove away from the dance thinking that I would only stay for a little while at the party. Pulling into the driveway, I instantly knew that this wasn't a good idea. My hands were shaking, and I had goose bumps all over my arms and legs. "What if my parents find out?" I thought. How would I be able to explain being at a party to them? I was supposed to be at the dance. I looked at the trailer and saw people going in and out. Can I still leave? I was going to leave. However, I stepped out of my car and could hear the music playing from someone's system. It was the song "Joker" by the Steve Miller Band. The aroma of the trailer could be smelt outside, and the Jack Daniels was being circulated like popcorn at a baseball game. I looked inside and saw people sitting on a dark pumpkin-colored couch playing cards. They were hanging out in the kitchen. People were going to and from the small 70's size refrigerator popping the tops off of their beers and letting them fall on the floor which was covered in dirt, pieces of broken dry wall, and glass from a broken window. The looks on people's faces were that of sheer fun, they were making fools out of themselves, and, even if they hated it, they weren't going to stop. I found Mary, who was gloating with the thoughts of her fantastic party, and behind her rose a voice that I recognized very well. I looked and saw Tonya staggering down the concrete steps of the trailer. She was laughing hysterically and talking in a loud, uncontrollable voice. Supporting herself on the car next to us, she looked at me through her almost psychotic eyes and started to rummage through her pockets and babble.

Nigel Driffield has made a research on the impact in indirect employment due to inflow of foreign direct investments [FDI] in U. K. In his research paper, the author has examined the effect of local employment associated with foreign inward investment in UK. According to author, a foreign manufacturer who has entered into UK will naturally have a slight edge over the existing manufacturers as they may have enhanced productivity technology as compared to domestic sector. Further, in his study, the author revealed that FDI not only created market disequilibrium in the UK’s domestic sector but also created an employment substitution of 20 percent of all the jobs generated due to FDI. It is to be noted that since 1980, UK is the largest recipient of FDI in European Union. [EU]. Between 1984 and 1991, it attracted about 42 percent of total Japanese investment in EU and about 21 percent of all US FDI since 1987. FDI comprises about one fifth of total investment in UK industry. For instance, since 1987, UK received about 220 billion by way of inflow as FDI. According to Nigel Driffield, FDI has created about 15% of all employment in UK manufacturing sector and it has appended over 23 per cent of all value –added. (Driffield 1999) Since there is a decline in employment in UK manufacturing sector from 1980, UK has encouraged FDI flow into its country. It is to be noted that FDI flow will be advantageous to a country’s economy as it will create employment , technology transfer , increase in productivity and increase in exports and as a result ,an overall increase in country’s gross domestic product [GDP] . Thus, free flow of FDI will create both direct and indirect employment opportunities in a country. It is to be observed that empirical studies carried over by Young et al [1994] , Neven and Siotis [1993], Dunning [1988] on the impact of FDI has found out that FDI flow has its impact on employment generation and regional development. Further, it enhanced allocative efficiency in the economy and also improved the balance of trade and exports of the recipient country . Dunning [1988] in his eclectic theory, Dunning have observed that FDI will bring new or superior product or some firm specific advantage. David Lyons [1991] has concluded that FDI brings productivity advantage and he estimated that productivity advantage is at least 20 percent more than that of domestic sector. Further, Blomstrorm [1989] and Haddad and Harrison [1993] found that FDI has resulted in operation of new plant and thus resulted in advanced technology transfer to the host country. [Dunning, J. H. & Narula, R 1996). However, Nigel Driffield has pondered that as far as UK is concerned, no empirical study has attempted to find out the extent to which flow of inward investment may have a detrimental impact on U. K industry especially in the manufacturing firms with a distinct productivity advantage. The author is of the opinion that it is pertinent to study how FDI in UK has affected the employment position of UK-owned manufacturing companies. Since the foreign manufacturer in UK has productivity advantage, it is claimed by Davies and Lyons[1992 ]that such foreign manufacturing companies will normally pay wages above the industry standard and according to Driffield [1996], there was wage differential up to 7 per cent in UK. (Driffield 1999) According to Nigel Driffield, if there is penetration by foreign manufacturers in a country, it will result in prevalence of high-wage paying, high-productivity firms and hence, ex ante, it will increase wages in domestic sector. To avoid a rise in employee turnover, local firms are compelled to pay more wages to keep employees in high spirit. This will have cyclic effect of increase in wage cost and reduction in employment opportunities. Hence, Nigel comes to a conclusion that a foreign investor with productive advantage will be prepared to pay above-average salary and hence there will be a reduction in domestic employment. According to Nigel, FDI flow in UK will have the following impact: o A decline in employment in the UK-owned sector. o An increase in domestic wage. Thus, UK firms which are compelled to pay increased wages may initiate labour / capital substitution in an effort to enhance productivity factor. However, these initiatives may result in reduction in employment and again, ex ante raises labour productivity. It is to be noted that degree of increase in labour productivity may negate any loss in UK employment over the long run. Nigel Driffield is of the view to study impact of FDI in UK, variables like employment, labour productivity and wages in the domestic sector of UK economy has to be taken into account. According to Marginson [1984], Blanch flower [1986] and Stewart [1991], to arrive at the rate of change of wage equation, one has to include industry specific variables like the proportion of women employees in an industry, monopoly power of the product, research & development expenses and five-firm concentration ratio. (Driffield 1999) According to Nigel Driffield, if FDI directly causes a decline in domestic sales and in domestic employment, then it will be referred by variable [SALE]. Nigel also tired to prove that FDI flow will enhance productivity through factor substitution. He finally concludes that it is not probable to recognize any material deviation between the sales / employment ratio changes for the above mentioned time periods and hence flow of FDI has little effect on domestic capital intensity. Dubai is one of the seven Arab sheikdoms in the United Arab Emirates (U. A. E. ). Before oil and gas were discovered in 1958, it was among the very poor sheikdoms under British protection and was once called a Trucial State. Today, their sheiks are independent and among the world’s richest men, with a gross annual income of $25. 7 billion. It has vast reserves of oil and natural gas (Ibrahim, 1982). The land is mainly salt mashes, barren desert, and sandy plain. Oases stud the desert areas. To the east, the mountains lie close to the sea. It is also famous as having the highest cost of living in the world – the cheapest apartment rents for $1,000 per month (Peck, 1986). The Emiratians (Dubai people) used to be pirates, fishermen or pearl divers, nomads or oasis farmers. Most are now wage earners or businessmen who feel more conscious of a national identity as a rich and important country. They are famous for two unique sports: (1) camel races, and (2) falconry. Colorful music, dancing and singing also give life to this otherwise dry place. This area of Gulf was notorious for piracy. They preyed on the trade between Europe and China. The British came in 1806 and started to impose oder against the Arab pirates. In 1853, piracy was finally wiped out when the sheiks signed the Perpetual Maritime Truce Agreement with Britain. Thus, the Pirate Coast became the respectable Trucial States (Seale, 1988). Today, Dubai is the largest commercial center and the nerve center for smuggling Western currency, gold, and other goods into the Indian subcontinent, especially Pakistan. Dubai is also the outlet for capital fleeing Afghanistan and Iran. One phenomenon of the oil boom was to fill Dubai’s population (like that of Kuwait and Qatar) mostly with foreigners. The majority of the population or around 50% is Indo-Pakistani outnumber the native Arabs, who populate the land by only 42%. The large foreign population (mostly migrant workers) are lured to Dubai by the high salaries, welfare benefits, and rapid development. To keep discipline, the governing Arab sheiks have emphasized Muslim (Shariah) law, religious education, and the observance of Muslim practices. The Muslim rulers and people are Sunnis, strongly influenced by the strict Wahabi sect of neighboring Saudi Arabia (Peck, 1986). Diplomacy, national security, information, communications, health, education, and the budgets of the three smaller emirates are decided by the federal government. The local sheiks retain control over policy within their emirates. The laws of Dubai (under the United Arab of Emirates) are divided into two main categories: union laws and decrees. A bill drafted by the Council of Ministers for non-binding deliberation by the Federal National Council and then submitted to the president for his assent and the Supreme Council of the Union for ratification becomes a union law when promulgated by the president. Decrees are issued jointly by the president and the Council of Ministers between sessions of the Supreme Council of the Union. As the final say is always on the Supreme Council of the Union, a decree must only be confirmed by them to remain valid (Ibrahim, 1982). Dubai’s political system, which is a unique combination of the traditional and the modern, has underpinned this political success, enabling the country to develop a modern administrative structure while, at the same time, ensuring that the best of the traditions of the past are maintained, adapted and preserved (Ibrahim, 1982). Relations with the other members of the U. A. E. have not always been smooth. The discovery of a big natural gas field in Sharjah reopened a border dispute with Dubai. In November 1982, Dubai sent tanks to the border to prevent Sharjah’s foreign contractors from drilling the field (Seale, 1988). However, not all is coming up roses for Dubai. Bad planning and extravagance have now caused new miseries. In fact, the most outstanding examples of ill-conceived investment in the Arab world are found in the Dubai ports and so-called international airports stand cheek to cheek.
